The Regulatory Framework should: • Require the implementation of wholistic ESB design • Apply to commercial & industrial developments • Require post-occupancy performance monitoring • Provide protection for existing or approved buildings with sustainability elements • Prevent overshadowing of solar collection devices and roof space on adjoining properties • Minimise impacts on passive solar elements of adjoining buildings • Require building environmental management plans • Set far less wimpish and broader minimum environmental performance standards
